Strathcona - Bard Residence / 10544 - 84 Avenue NW
Bylaw 14006 (June 27, 2005)
This Provision ensures the preservation, maintenance and use of the Bard Residence and Carriage House, a Municipal and Provincial Registered Historic Resource, and will accommodate Residential and Residential-Related uses.
Lot 13 and 14, and the west ½ of Lot 12, Block 84, Plan 19, located at 10544 - 84 Avenue NW, Strathcona, as shown on Schedule “A”, annexed to the Bylaw adopting this DC1 Provision
a. | Apartment Housing, to a maximum of three Dwellings. |
b. | Major Home Based Business, provided that there are no more than two Dwellings, and that the operator resides in either the Bard Residence or the Carriage House. |
c. | Single Detached Housing |
d. | Fascia On-premises Signs, limited to one Sign on the Carriage House |
e. | Freestanding On-premises Signs, limited to one Sign in the Front Yard |
f. | Projecting On-premises Signs, limited to three Signs suspended from the Bard Residence, in accordance with Appendix 1 |
a. | The Site Plan, Appendix I, is a concept plan intended to illustrate the general location of buildings, and drive aisle. | ||
b. | Development shall be accommodated within existing structures. Cosmetic alterations shall maintain the architectural theme and components of the existing structure, and shall follow the Heritage Development Regulations of Section 5 of this Provision. | ||
c. | A minimum of four off-street parking spaces shall be provided. | ||
d. | Signs shall be integrated into the historical character of Bard Residence and Carriage House, and shall comply with the following regulations to the satisfaction of the Development Officer in consultation with the City of Edmonton Heritage Officer: | ||
i. | Lighting for Signs shall be provided to the satisfaction of the Development Officer in consultation with the City of Edmonton Heritage Officer. | ||
ii. | The maximum area for each Sign shall be: | ||
A. | The Fascia On-premises Sign shall not exceed 2.0 m². | ||
B. | The Freestanding On-premises Sign shall not exceed 0.6 m² with no portion of the Sign projecting beyond the property line. The maximum Height of the Sign shall be 1.8 m, including embellishments. | ||
C. | The Projecting On-premises Signs shall not exceed 1 m², and shall be provided in accordance Appendix I. Signs suspended from the ceiling of the veranda shall be 0.3 m from each column, and .15 m from the ceiling. | ||
e. | The following regulations shall apply to Apartment Housing developments: | ||
i. | Apartment Housing shall be permitted in the Bard Residence, and the second floor of the Carriage House; | ||
ii. | The housing component of the Carriage House shall have access at Grade, which is separate from the access of the parking component. | ||
f. | Major Home Based Businesses shall comply with the following regulations: | ||
i. | There shall be no mechanical or electrical equipment used that creates external noise, or visible and audible interference with home electronics equipment in adjacent Dwellings; | ||
ii. | The number of non-resident employees or business partners working on-site shall not exceed two at any one time; | ||
iii. | There shall be no outdoor storage of material or equipment associated with the business. Indoor storage related to the business activity shall be allowed in either the Bard Residence or the Carriage House; | ||
iv. | The Major Home Based Business shall not change the principal character or external appearance of the Bard Residence or Carriage House; and | ||
v. | A Bed and Breakfast Operation, operating as a Major Home Based Business shall have a maximum of 2 Sleeping Units. Cooking facilities shall not be located within the Sleeping Units. |
These regulations ensure that the design of structural reinforcement or repairs, or cosmetic alterations will be sympathetic to the historical and architecturally significant facades of the Bard Residence and Carriage House. The Development Officer shall have regard to the following regulations when reviewing development applications: | |
a. | Any future development shall conform to the “Standards and Guidelines for the Conservation of Historic Places in Canada” published by Parks Canada and also be approved by the Minister of Alberta Community Development. |
b. | The Bard Residence, Carriage House and associated lands are designated as a Provincial Historic Resource as per the Alberta Historical Resources Act. |
c. | The Bard Residence, Carriage House and associated lands are designated as Municipal Historic Resource as per Bylaw 11617 approved by Council on June 28, 1998. |
d. | Any development shall conform to the requirements of the City of Edmonton Designation Bylaw 11617 and Policy C-450A’s General Guidelines for Rehabilitation. |
