Britannia Youngstown -  east side of 159 Street, south of 102 Avenue

Bylaw 17435 (December 14, 2015)

To provide Site specific development control regulations for medium Density, low rise Apartment Housing compatible with adjacent land uses, and in accordance with the Jasper Place Area Redevelopment Plan.

Lots 12, 13 and 14, Block 3 Plan 1924AM, located at the east side of 159 Street, south of 102 Avenue, as shown on the Schedule “A” of the Bylaw adopting this provision, Britannia Youngstown.

a. All development shall be in general accordance with the Site Plan contained in Appendix I, and the elevation plans as shown in Appendix II.
b. The maximum number of Dwellings shall be 52.
c. The maximum FAR on the Site will be 1.9.
d. The maximum Height shall not exceed 15.0m nor 4 Storeys.
e. A minimum building Setback of 3.0 m shall be provided in the Front Yard along 159 Street.
f. A minimum building Setback of 3.0 m shall be provided from the north and south property lines of the Site. A 1.8 m high screen fence will be constructed inside the south property line of the site.
g. A minimum Rear Yard of 6.0 m shall be provided along the land on the east side of the site. Parking and an access ramp to the underground parkade may be included within this yard.
h. Landscaping shall be provided in accordance with Section 55 of the Zoning Bylaw.
i. A detailed Landscape Plan for the Site must be submitted for review and approval by the City of Edmonton, prior to the issuance of any Development Permit. The Landscape Plan shall include pavement materials, sizes and species of new tree plantings, detail and other landscaping elements as applicable.
j. The Parking requirements provided on Site shall be as follows:
i. a minimum of 43 underground parkade stalls, and
ii. 11 surface stalls of which 7 Parking stalls shall be designated as visitor Parking.
k. Development shall comply with the following architectural guidelines:
i. All exterior finish materials must be of good quality, durable and attractive in appearance with consistent treatment on all faces of a building.  No painted and/or scored concrete block construction will be permitted on any building façade;
ii. The roof line and building Façade shall include design elements and variations that reduce the perceived mass of the building and add architectural interest;
iii. The exterior wall finishing materials shall be predominantly comprised of light earth tone or muted colours and may be prefinished siding, brick, precast concrete, textured concrete, stone, glazing or stucco with prefinished metal or wood limited to use as an accent.
iv. The finishing treatment of exterior walls shall be consistent on all building faces.
l. A minimum Amenity Area of 7.5 m2 per Dwelling shall be provided.
m. Prior to the issuance of any development permit, the development officer shall ensure that a signed agreement has been executed between the City and the owner, requiring the owner to provide the City the option to purchase 5% of the proposed number of residential units at 85% of market value, or the equivalent value as cash-in-lieu to the City.
n. Separation Space shall be provided but shall not be required to exceed permitted Yard dimensions specified in the Site Plan in Appendix I.
o. Signs are permitted in this Provision as provided for in Schedule 59B and in accordance with the general provisions of Section 59.1 to 59.3 inclusive of the Zoning Bylaw.
