Pollard Meadows - located east of 46 Street NW and south of 17 Avenue NW

Bylaw 15526 (August 23, 2010)

To accommodate a low-rise apartment building intended for affordable housing for families that provides a variety of amenity spaces and ensures both compatibility with surrounding land uses and a high quality of appearance appropriate to the site's location to existing residential zones surrounding the site.

This provision shall apply to Lot 64, Block 4, Plan 0222327; containing 0.728 ha, more or less; located east of 46 Street and south of 17 Avenue, POLLARD MEADOWS as shown on Schedule "A" of this Bylaw, adopting this Provision.

a. The site layout and building location shall be in general accordance with the Site Plan as illustrated in Appendix 1.
b. The maximum number of dwelling units shall not exceed 30 and the units shall consist of a combination of two and three bedrooms suitable for families.
c. The maximum Height shall not exceed 12.0 m nor 3 Storeys.
d. The maximum Floor Area Ratio shall not exceed 0.5.
e. The minimum Front Yard, adjacent to the west property line, shall be 8.5 m.
f. A minimum Rear Yard, adjacent to the east property line, shall be 7.5 m.
g. The minimum Side Yard, along the north property line, adjacent to the future 6.0 m road right of way, shall be 3.0 m.
h. The minimum Side Yard, adjacent to the south property line, shall be 3.0 m.
i. A pedestrian connection consisting of a minimum 1.5 m sidewalk connecting the public sidewalk on 46 Street to the main entrance of the building located to the interior of the site shall be provided.
j. A minimum 25 m building setback shall be provided from the rear property line as illustrated in the Site Plan, Appendix 1,
k. The following Communal Amenity Areas shall be provided:
 
i. any combination of roof top patios, rear garden patio, and/or garden plots to a minimum total of 225 m2 as conceptually illustrated on the Site Plan, Appendix 1; and
ii. An outdoor playground sized and designed to meet the needs of resident children and the requirements of Section 80.
l. Design techniques including, but not limited to, the use of sloped roofs, variations in building setbacks and articulation of building façades, shall be employed in order to minimize the perception of massing of the building when viewed from adjacent residential areas and roadways.
m. Building finishes shall be compatible with the exterior finishing materials and colours typical of adjacent development.
n. A landscape plan shall be required and all yards and parking areas on site shall be landscaped according to the provisions of Section 55 of the Edmonton Zoning Bylaw including:
 
i. The provision of 1.3 times the required landscaping; and
ii. Front yard landscaping shall be a mix of plantings and designed to reduce the massing of the building and to add visual interest to the street.
o. The owner shall enter into an agreement with the City of Edmonton for off-site improvements which include:
 
i. Repair of any damage to the abutting roadways, sidewalks and/or boulevards resulting from construction of the development is required, to the satisfaction of the Transportation Department.  The site must be inspected by the Transportation Department prior to the start of construction and once again when construction is complete.
p. A solid 1.83 m screen fence shall be provided along the north property line;
q. Open fencing shall be provided along east property line adjacent to the Park to the satisfaction of the Development Officer and the Parks Department.
r. Prior to the issuance of a development permit, the owner shall register an access easement on the Certificate of Title for the property to the south (Plan 0222327, Block 4, Lot 65) to allow for vehicle access via the existing drive aisle on the adjacent private property.
s. Vehicular and bicycle parking shall be provided and located to the satisfaction of the Development Officer and the Transportation Department as follows:
 
i. All resident parking shall be provided at a minimum of 1 stall per dwelling unit; and
ii. Parking requirements for visitor and child care services shall be provided in accordance with Section 54 of the Zoning Bylaw.
t. Signs shall comply with the regulations of Schedule 59B.
u. All mechanical equipment including roof mechanical units shall be concealed by screening in a manner compatible with the architectural character of the building or by incorporating it with the building.
v. Garbage bins shall be screened from view.
w. All exterior lighting shall be designed such that the lighting does not extend beyond the boundaries of the site.
