Ritchie - between 70 and 71 Avenues and between 96 and 97 Streets

Bylaw 7763 (May 28, 1985)

To provide a Site Specific Development Control District to accommodate a 200-bed auxiliary hospital with accessory administrative, support and rehabilitative services, which will replace the existing 200bed Good Samaritan Auxiliary Hospital and which will be compatible in scale and character with surrounding low density residential development.

Lots 1 to 30, the portion of east/west lane and the portion of Lot 9, to be closed by Bylaw No. 7855, Block 27, Plan 2655 HW, located between 70 and 71 Avenues and between 96 and 97 Streets, Ritchie.

a. Extended Medical Treatment Services
a. The maximum building height shall not exceed 14 m (45.93 ft.) nor three storeys.
b. The maximum floor area ratio shall be 1.0.
c. A landscaped yard, a minimum of 6 m (19.7 ft.) in width, shall be provided adjacent to 71 Avenue, except that this yard may be reduced to 1.2 m (3.93 ft.) in the northeast corner of the site to allow for the projection of a portion of the north facade of the hospital building.
d. A landscaped yard, a minimum of 6 m (19.7 ft.) in width, shall be provided adjacent to 70 Avenue, except that this yard may be reduced to 1.2 m (3.93 ft.) in the south central portion of the site to allow for a projection of a portion of the south facade of the hospital building.
e. A landscaped yard, a minimum of 4.5 m (14.8 ft.) in width, shall be provided adjacent to 97 Street.
f. A landscaped yard, a minimum of 4.5 m (914.8 ft.) in width, shall be provided adjacent to 96 Street, except that this yard may be reduced to 2 m (6.56 ft.) in the east central portion of the site to allow for a projection of a portion of the east facade of the hospital building.
g. A minimum of 7.5 2 (80.7 sq. ft.) of amenity area shall be provided for each bed space and this may be provided in the form of indoor as well as outdoor amenity space.
h. The main access to the hospital building shall be provided from 71 Avenue, located approximately mid block between 96 and 97 Streets, with an additional access to the parking lot to be provided from 97 Street. A service access shall be provided from 70 Avenue.
i. The building shall be designed to minimize the perceived height and massing of the development and to ensure its compatibility with the surrounding low density residential neighbourhood, through the use of exterior finishing materials, window detail, the setback variation and articulation of the building facade, and other urban design techniques.
j. Development in this district shall be evaluated with respect to compliance with the development regulations of Sections 50 to 79 inclusive of the Land Use Bylaw, with the following exceptions:
 
i. In addition to the requirements of Section 69.2 of the Land Use Bylaw, landscaping plans shall include the use of berming and dense screen planting, together with other techniques to minimize the perceived height and massing of the proposed building and ensure compatibility with the surrounding low density residential development; and
ii. Notwithstanding the requirements of Section 66 of the Land Use Bylaw, 115 at grade parking spaces shall be provided on the western portion of the site.
k. Signs may be allowed in this district as provided for in Schedule 79A and in accordance with the general provisions of Section 79.1 to 79.9 inclusive of the Land Use Bylaw, except that the Development Officer may allow additional identification and on site directional signs, which in his opinion, would be consistent with the scale and character of the development and would not prejudice the amenities of the surrounding residential neighbourhood.
