Jasper Park - west side of 155 Street and south of 89 Avenue

Bylaw 11392 (as amended) (January 13, 1997)

To establish a Site Specific Development Control District to accommodate existing and proposed accessory surface parking on a site adjacent to Meadowlark Place Professional Centre with site development regulations that will minimize negative impacts on adjacent residential development.

This district shall apply to Lots 3 to 6 inclusive, Block 1, Plan 6200 HW, and Lot 7, Block 1, Plan 5163 KS, located on the west side of 155 Street and south of 89 Avenue, Jasper Park.

a. Accessory parking for a Professional, Financial and Support Services building located at 15508 - 87 Avenue.
a. All parking shall be located at grade.
b. The parking lot shall be hard surfaced and curbed in compliance with Section 67 of the Land Use Bylaw.
c. A 6.0 m landscaped yard shall be provided adjacent to the east property line along 155 Street. Landscaping within this yard shall be provided as per Section 69 of the Land Use Bylaw, except that coniferous trees shall be a minimum of 3m in height and deciduous trees shall be a minimum calliper of 7.5cm; and 20 shrubs for each 30m of frontage shall be provided. In addition, all existing healthy mature landscaping shall be retained and included in the landscaping design for the east yard.
d. A 1.83 m high uniform screen fence shall be constructed along the required east yard at a point of 6m from the east property line.
e. No yard shall be required along the south and west property lines, where surface parking abuts the lane and an existing parking lot, respectively.
f. A 1.83 m high uniform screen fence shall be constructed along the north property line.
g. A 1.2 m high uniform fence shall be constructed along the west property line.
h. Access from the lane to the parking area located on Lots 4 to 6 inclusive, Block 1, Plan 6200 HW and Lot 7, Block 1, Plan 5163 KS shall be provided, and signs shall be erected to direct customer parking to these lane accesses, to the satisfaction of the Transportation Department.
i. Access to the parking area located on Lot 3, Block 1, Plan 6200 HW shall be limited to the lane west of 155 Street.
j. To ensure that a high standard appearance and sensitive transition to the surrounding land uses is achieved, detailed landscaping plans shall be submitted with the initial development permit application for approval by the Development Officer which, in the opinion of the Development Officer, comply with the landscaping requirements specified by this District.
k. No parking, loading, or trash collection shall be permitted within any required yard.
l. Lighting for the parking area shall be designed so that all illumination is directed downward and such that no rays of light are directed toward the adjacent residential sites.
m. Signs shall be allowed in this district in accordance with Schedule 79A and the General Provisions of Sections 79.1 to 79.9, inclusive, of the Land Use Bylaw; however, the Development Officer may allow signs that do not comply with Schedule 79A provided that the signs, in the opinion of the Development Officer, relate directly to the accessory parking use and are not obtrusive in appearance.
n. The Development Officer may grant relaxations to the regulations contained in Sections 50 to 79 of the Land Use Bylaw and the provisions of the District if, in the opinion of the Development Officer, such a variance would be in keeping with the General Purpose of the District and would not adversely affect the amenities, use and enjoyment of neighbouring properties. In no case shall the Development Officer grant relaxation to Sections (c) to (i) inclusive.
