Alberta Avenue - northeast corner of 97 Street and 111 Avenue (Norwood Boulevard)

Bylaw 10528 (October 18, 1993)

To establish a Site Specific Development Control District to accommodate a range of neighbourhood convenience commercial uses and to allow the development of Automobile and Minor Recreation Vehicle Sales/Rentals.

This District shall apply to a portion of the SW 9-53-24-W4M, located on the northeast corner of 97 Street and 111 Avenue (Norwood Boulevard), Alberta Avenue.

a. Automotive and Minor Recreation Vehicle Sales/Rentals.
b. Convenience Retail Stores
c. Health Services
d. Minor Eating and Drinking Establishments
e. Personal Service Shops
f. Professional, Financial and Office Support Services
a. The maximum gross floor area of any individual business premise shall not exceed 275 m2 (2,960.07 sq. ft.).
b. The maximum floor area ratio shall be 1.0.
c. The maximum building height shall not exceed 10 m (32.80 ft.).
d. The minimum front yard shall be 6 m (19.7 ft.).
e. A minimum 3 m (9.84 ft.) side yard shall be provided on the west boundary of the property.
f. Parking shall be provided to the rear of the site adjacent to the lane.
g. No parking, loading, storage or trash collection shall be permitted at the front of the building. Parking, loading and trash collection areas shall be screened from view from adjacent sites at grade in accordance with the provisions of Section 69.3 of the Land Use Bylaw. Waste collection siting shall provide opportunities for recycling initiatives.
h. Any exterior lighting of the site shall be designed so that the lighting is directed away from adjacent properties.
i. Signs may be allowed in this District in accordance with Schedule 79E, in accordance with the general provisions of Section 79.1 to 79.9 inclusive of the Land Use Bylaw, except that no portable signs may be used.
j. A detailed landscaping plan for the site shall be submitted to the satisfaction of the Development Officer having regard to the character of the surrounding commercial uses, the high visibility of the site, with the intent to reduce any potentially negative visual impacts.
k. The overall siting of the buildings and/or structures and the treatment of setbacks, including the configuration of parking, shall be to the satisfaction of the Development Officer, having regard to minimizing any negative impact on the surrounding residential land uses.
l. Developments in this District shall be evaluated with respect to compliance with the General Development Regulations of Sections 50 through 79 inclusive of the Land Use Bylaw.
m. The Development Officer may grant relaxations in Sections 50 through 79 of the Land Use Bylaw and the provisions of this District if, in his opinion, such a variance would be in keeping with the General Purpose of the District and would not adversely affect the amenities, use, and enjoyment of neighbouring properties.
a. Automotive and Minor Recreational Vehicle Sales and Rental developments shall have the following criteria applied:
 
i. all storage, display or parking areas shall be hard-surfaced in accordance with Section 67.3 of this Bylaw;
ii. lighting for the display areas shall be mounted on lamp standards and no exposed bulbs or strings of lights shall be used;
iii. the design, finishing, and siting of the development shall be to the satisfaction of the Development Officer having regard to achieving a consistent and compatible visual appearance when viewed from adjacent public roadways, and minimizing traffic circulation conflicts off-site; and
iv. landscaping in the required yards shall include a minimum of seven (7) deciduous trees (minimum caliper of 6 cm) in the required yards adjacent to 111 Avenue and 97 Street and at least six (6) planters or flowerboxes located either in the required yard or attached to a building(s) on the site.
