To provide a district for the development of a surface parking lot to meet the needs for the Ritchie Mill and the End-of-Steel Park, minimizing the potential intrusion of this surface parking facility into the historically-oriented End-of-the-Steel Park.

The east 22.5 metres (73.82 ft.) of Block J, Plan I, bordered by 102 Street to the east, the proposed alignment of 87 Avenue to the south, and a point measuring 90.4 metres (296.58 ft.) along the east property line to the north, Strathcona.

a. Non-accessory parking

The following development criteria shall apply to any parking lot development:

a. The site area to be developed for this parking facility shall not exceed 2,004.75 sq. m. (21,578.93 sq. ft.) in size.
b. A landscaped yard, a minimum of 3 m (9.8 ft.) in width shall be provided adjacent to the east and south property lines. Landscaping shall consist of mature deciduous trees, a minimum caliper of 8 cm (3.2 in.), mature coniferous trees, a minimum of 3 m in height (9.8 ft.), and shrubs, to be provided based upon the requirement of 4 deciduous, 4 coniferous and 20 shrubs for every 28 m of linear yard frontage, to the satisfaction of the Development Officer.
c. A landscaped yard, a minimum of 1.5 m (5 ft.) in width shall be provided adjacent to the west and north property lines. Landscaping shall consist of uniform screen planting treatment (i.e. - hedges), to ensure substantial screening of the parking lot on the site from the adjacent proposed End-of-Steel Park.
d. A detailed Site Plan, including landscaping, shall be submitted with the initial development permit application for approval by the Development Officer, and shall be in general conformance with the attached Appendix I.
e. The parking lot shall be developed at grade.
f. The parking lot shall be developed in accordance with Section 67.3 of the Land Use Bylaw and to the satisfaction of the City Engineer. All parking spaces shall be clearly marked.
g. Vehicular access to the site shall be provided from 87 Avenue and 102 Street.
h. The Development Officer shall require, as a condition of approval, the applicant provide an irrevocable letter of credit or a performance bond in the amount of 100% of the established landscaping costs, the conditions of security being that:
 
i. if the landscaping is not completed in accordance with the provisions of the District and the landscaping plans within one growing season after the completion of the development, then the amount fixed shall be paid to the City for its use absolutely; and
ii. The Development Officer shall not release the Landscaping Bond until an inspection of the site has demonstrated that the landscaping has been well maintained and is in healthy condition two growing seasons after completion of the landscaping.
i. Lighting of this site shall be designed so that lighting is directed away from the adjacent residential development to the east and that the intensity of illumination shall not extend beyond the boundaries of the site, but will provide a safe, lit environment for patrons utilizing this parking lot.
j. Signs shall be allowed in this District as provided for in Schedule 79A and in accordance with the Sign Regulations of Section 79 of the Land Use Bylaw. In addition, the signs provided on-site shall restrict parking exclusively to the Ritchie Mill.
k. Development in this District shall be evaluated with respect to compliance with the General Development Regulations of Sections 50-79 inclusive of the Land Use Bylaw.
l. The Development Officer may grant relaxations to the regulations contained in Sections 50 through 79 of the Land Use Bylaw and the provisions of this District if, in his opinion, such a variance would be in keeping with the General Purpose of the District and would not adversely affect the amenities, use, and enjoyment of neighboring properties.
m. Any of the features or furniture of the parking lot (including the lighting and landscaping) shall be shown on the Site Plan, and shall be reviewed by the Development Officer to ensure compatibility with similar features or furniture of the Ritchie Mill site.
