Oleskiw - south of 62 Avenue and west of Country Club Road

Bylaw 8933 (August 16, 1988)

To provide a Site Specific Development Control district to accommodate semi-detached and single family housing with sensitive site development criteria to ensure that development will be compatible with the surrounding residential development.

This District shall apply to a portion of Block X, Plan 2873 AQ, located south of 62 Avenue and west of Country Club Road, Oleskiw, West Jasper Place, as shown on Schedule "A" to the Bylaw adopting this District.

a. The maximum number of semi-detached dwelling units shall not exceed 76.
b. The minimum site area shall be 438.4 m2 for each semi-detached dwelling.
c. The minimum site width shall be 12.8 m for each semi-detached dwelling, except that the site width for pie-shaped lots shall be a minimum of 10 m and that the average width for two contiguous sites may be 12.8 m with no individual site being less than 10 m in width.
d. The minimum site depth shall be 35 m.
e. The maximum height shall not exceed 8.6 m nor 1 1/2 storeys for semi-detached dwellings.
f. The maximum total site coverage shall not exceed 45%. Garages shall be designed as an integral part of the principal building.
g. The minimum front yard for semi-detached dwellings fronting on an internal roadway shall be 4.5 m, provided that the right-of-way width for the internal roadway is at least 17 m. The minimum front yard for semi-detached dwellings fronting on an internal roadway less than 17 m in width shall be 6 m. Not more than 50% of the yard shall be used for parking.
h. The minimum rear yard for semi-detached dwellings shall be 7.5 m, except in the case of lots adjacent to Wanyandi Road and the western, southern and northern boundaries of the site the minimum rear yard shall be 9.0 m. The minimum yard adjacent to the portion of the eastern boundary of the site located north of Country Club Road shall be 6.0 m for rear oriented dwellings and 3.0 m for flanking oriented dwellings. The minimum yard adjacent to the portion of the eastern property line located south of Country Club Road shall be 7.5 m for rear oriented dwellings and 4.5 m for flanking oriented dwellings.
i. The minimum side yard for semi-detached dwellings shall be 1.2 m, except that the minimum side yard on a corner site where the building fronts on the front yard shall be 2.5 m, providing that the width of the internal roadway adjacent to such yard is at least 17 m. If the internal roadway is less than 17 m in width, the minimum side yard on a corner site where the building fronts on the front yard shall be 4.5 m. The minimum side yard on a corner site flanking an external roadway shall be 4.5 m.
j. Separation Space shall be provided between two or more dwellings in accordance with Section 58 of the Land Use Bylaw.
k. Uniform wood screen fencing of a solid and durable design a minimum of 1.82 m in height shall be provided on private property within the property line adjacent to Wanyandi Road, the north, south and west property lines, Country Club Road and the portion of the eastern property line located south of Country Club Road. The portion of the fence adjacent to Wanyandi Road, and Country Club Road shall be articulated or contain brick pilasters which shall provide visual relief and interest when viewed externally from the site. The fence design and materials for the uniform screen fencing shall be to the satisfaction of the Development Officer.
l. A chain-link fence a minimum of 1.2 m in height shall be provided adjacent to the portion of the eastern boundary of the site located north of Country Club Road.
m. Landscaping in the boulevard adjacent to the south side of Wanyandi Road will consist of boulevard planting consisting of a mature deciduous tree for every 5 m of street frontage. A mature deciduous tree shall be a minimum of 7 cm caliper.
n. Development in this District shall comply with the following architectural guidelines:
 
i. the minimum main floor area for single storey, semi-detached housing units shall be 134.7 m2 and the minimum main floor area for 1½ storey semi-detached units shall be 102.2 2. The minimum total floor area for 1½ storey semi-detached units shall be 157.9 m2.
ii. exterior finishing materials shall consist of brick, stucco, vinyl siding or cedar, of good quality, durable and attractive in appearance and used either separately or in combination;
iii. roofs shall be sloped and be finished with cedar shakes; or clay tiles;
iv. exterior finishing materials shall be limited to muted earth tones with strong colours limited to use as accents only;
v. design details such as dormers, gables, accent trim boards, etc., will be used together with variations in roof and/or elevational details so as to create variety within the project; and
vi. semi-detached housing will be designed so as to have the appearance of large single detached units.
o. Signs may be allowed in this District as provided for in accordance with Schedule 79A and in accordance with the general provisions of Sections 79.1 to 79.9 inclusive of the Land Use Bylaw.
p. Development in this District shall be evaluated with respect to compliance with the General Development Regulations of Sections 50-79 inclusive of the Land Use Bylaw, except that in addition to the requirements of Section 55 of the Land Use Bylaw restricting parking in residential areas, no recreational vehicles shall be stored on the site except in an area designated for such vehicles which is properly screened and landscaped and which is not located in the north portion of the site.
q. The Development Officer may grant relaxations to Sections 50 - 79 of the Land Use Bylaw and the provisions of this District, if, in his opinion, such a variance would be in keeping with the general purpose of this District and would not affect the amenities, use and enjoyment of neighbouring properties.
r. The Development Officer shall require, as a condition of approval, that the applicant provide an irrevocable letter of credit or a performance bond, in the amount of 100% of the established landscaping cost, the conditions of the security being that:
 
i. if the landscaping is not completed in accordance with the provisions of this District and the landscaping plan, within one growing season after the completion of the development, than the amount fixed shall be paid to the City, for its use absolutely; and
ii. the Development Officer shall not release the Landscaping Bond until an inspection of the site has demonstrated that the landscaping has been well maintained and in a healthy condition two growing seasons after completion of the landscaping.
s. No parking, loading, storage or trash collection shall be permitted within a required yard except as provided for in Section 4 (g) of this District. Storage and trash collection shall be located in such a manner as to be screened from view from adjacent residential sites and public roadways in accordance with the provisions of Section 69.3 of the Land Use Bylaw.
a. Notwithstanding Section 4 of this District, single detached housing in this District shall be developed in accordance with the provisions of the RF1 district of the Land Use Bylaw.
b. Offices-in-the-Home shall be developed in accordance with Section 84 of the Land Use Bylaw.
c. Homecrafts shall be developed in accordance with Section 85 of the Land Use Bylaw.
