Glenwood - northeast corner of 100 Avenue and 158 Street

Bylaw 8514 (April 27, 1987)

To establish a Site Specific Development Control District to accommodate a limited range of general business uses in accordance with the 100 Avenue Land Use Study, with site development regulations that will ensure compatibility with existing and future adjacent land uses and the function of roadways adjacent to the site.

This district shall apply to Lots 12, 13 and 14, Block 1C, Plan 6798 ET located at the northeast corner of 100 Avenue and 158 Street, Glenwood.

a. The maximum floor area ratio shall be 1.0.
b. The maximum building height shall not exceed 10 m nor two storeys.
c. A minimum yard of 1.5 m and a continuous cedar screen fence of a solid design, a minimum of 1.8 m in height, shall be provided adjacent to the east property line.
d. A minimum building setback of 14 m shall be provided from the south property line. This building setback may be reduced to 4.5 m for the most easterly 12.5 m of the site, provided developments located within this 12.5 m area are less than 5 m in height and include sloped roof details and landscaping which minimize the perceived massing of the development.
e. A minimum landscaped yard of 4.5 m shall be provided along the southern boundary of the site. Landscaping shall consist of a berm of an average height of 1 m, and planting consisting of a minimum of five deciduous trees (a minimum of 8 cm in caliper), four evergreen trees (a minimum of 1.5 m in height) and 15 shrubs. The plant material shall be grouped into a maximum of three modules, with no module being greater than 20 m in length.
f. A minimum building setback of 4.5 m shall be provided adjacent to 158 Street.
g. A minimum landscaped yard of 3 m shall be provided adjacent to 158 Street, to the satisfaction of the Development Officer, having regard to the objectives of the 100 Avenue Planning Study and the landscape character specified in Clause 4(e) of this District.
h. Parking and loading areas shall be oriented so that primary access is obtained from 158 Street and 100 Avenue, and not more than 4 parking spaces and 1 loading space shall be developed adjacent to the lane along the north boundary of the site.
i. All exposed building faces shall have consistent and harmonious exterior finishing materials consisting of stucco, brick, cedar, split stone concrete, or pre-cast concrete materials, used either separately or in combination, in muted or earth tone colours.
j. Building roofs shall be sloped and of a residential design character. All mechanical equipment on the roof of any building shall be completely screened or incorporated within the building roof.
k. Signs shall be allowed in this District as provided for in Schedule 79E and in accordance with the general provisions of Sections 79.1 to 79.9 inclusive, of the Land Use Bylaw, except that a minimum setback of 3 m from 100 Avenue shall be required for any freestanding signs.
l. Development in this district shall be evaluated with respect to compliance with the General Development Regulations of Sections 59 to 79 inclusive, of the Land Use Bylaw.
m. The Development Officer may grant relaxations to the regulations contained in Sections 50 through 79 of the Land Use Bylaw and the provisions of this district, if, in his opinion, such a variance would be in keeping with the general purpose of this district and would not adversely affect the amenities, use, and enjoyment of neighbouring properties.

The siting and access for Gas Bars and Drive-in Food Service shall comply with Section 82 of the Land Use Bylaw and shall be to the satisfaction of the City Engineer and Development Officer, who shall ensure that such developments do not prejudice the safety and transportation functions of the adjacent public roadways or prejudice achievement of the landscape objectives for 100 Avenue.
