Dechene - north of Lessard Road between 184 Street & Dechene Way

Bylaw 8380 (February 24, 1987)

 

To provide a site specific development control district to accommodate convenience commercial and personal service uses which are intended to serve the day-to-day needs of local residents, and to prescribe development criteria which will ensure that commercial development is compatible with the residential uses in the immediate vicinity.

This District shall apply to a portion of the SW ¼ 16-52-25-W4M, as shown on Schedule "A" to Bylaw 8380, Dechene, West Jasper Place.

c. Gas Bars
d. General Retail Stores
e. Health Services
f. Indoor Participant Recreation Services
g. Minor Eating and Drinking Establishments
h. Personal Service Shops
i. Professional, Financial and Office Support Services
j. Residential Sales Centre
a. The maximum gross floor area of any individual business premise shall not exceed 275 m2 (2,960.07 sq. ft.), except that the Development Officer may allow an individual business premise to have a gross floor area up to 465 m2 (5,005 sq. ft.), provided that in his opinion the proposed business is primarily intended to serve residents of the neighbourhood and would not attract clientele from the district at large.
b. The maximum building height shall not exceed 5.5 m (18.0 ft.) nor one storey.
c. The maximum floor area ratio shall be 0.35.
d. A minimum landscaped yard of 6 m shall be required where the site abuts Dechene Way and 3 m where the site abuts Lessard Road.
e. A minimum building setback of 6 m shall be required from the northeast and northwest lot lines of the site. A landscaped yard a minimum of 4.5 m shall be provided within the 6 m building setback. Such landscaped yard shall be planted with mature evergreen and deciduous trees.
f. Continuous cedar screen fencing of a solid design, a minimum of 1.8 m (6.0 ft.) in height shall be provided along the entire length of the northeast and northwest lot lines.
g. No parking, loading, storage, trash collection, outdoor service or display area shall be permitted within a required yard. Loading storage and trash collection areas shall be located to the rear or sides of the principal buildings and shall be screened from view from the adjacent sites and public roadways.
h. Development shall comply with the following architectural guidelines:
 
i. exterior building finishes shall consist of brick, cedar, split stone textured concrete or pre-cast concrete materials, used either separately or in combination;
ii. building roofs shall be sloped and of a residential design character. Roofs shall be finished with cedar shakes, cedar siding, asphalt shingles or clay tiles, unless the roof is concealed from view by other building details, such as a parapet wall, when viewed at normal eye level;
iii. exterior finishing materials shall be limited to muted earth tones, with strong colours limited to sue as accents; and
iv. all mechanical equipment on the roof of any building shall be completely screened or incorporated within the building roof.
i. Signs shall be allowed in this District as provided for in Schedule 79 D and in accordance with the general conditions of Sections 79.1 to 79.9 inclusive of the Land Use Bylaw.
j. Development in the District shall be evaluated with respect to compliance with the General Development Regulation of Sections 50-79 inclusive of the Land Use Bylaw.
k. The Development Officer may grant relaxations to Sections 50-79 of the Land Use bylaw and the provisions of this District, if in his opinion such a variance would be in keeping with the general purpose of this District and would not affect the amenities, use and enjoyment of neighbouring properties.
a. Daytime Child Care Services shall be developed in accordance with Section 93 of the Land Use Bylaw and shall be located such that direct access at grade can be provided to an outdoor play area. The outdoor play area shall be located away from vehicular-oriented uses and form parking and loading areas on the site and shall be enclosed by building walls or a screen fence, a minimum of 2.8 m high.
b. Gas Bars shall be developed in accordance with Section 82 of the Land Use Bylaw and shall be located a minimum of 30 m from the northeast and northwest lot lines, and shall be oriented toward Lessard Road. A canopy shall be constructed over the gas pump stands to ensure that illumination is directed downwards and away from direct view by adjacent residential uses. Such canopy shall be designed and finished in a manner consistent with the design and finishing of the principal building.
c. Residential Sales Centre shall be developed in accordance with Section 95 of the Land Use Bylaw.
d. Indoor Participant Recreation Services shall be limited to health and fitness facilities.
