Spruce Avenue - southwest comer of the intersection of 101 Street and 112 Avenue / Telephone Exchange Building DC1 Historic Designation

Bylaw 10468 (August 16, 1993)

To establish a Direct Development Control District to accommodate a limited range of uses such that by limiting the range of specific land uses and developing sensitive site development criteria the development will be compatible with the status of the Telephone Exchange Building as a Municipal Historic Resource and ensure compatibility with existing and future adjacent land uses.

This DC1 District shall apply to Lot 457, Block 1, Plan 7540 AH located on the southwest comer of the intersection of 101 Street and 112 Avenue, Spruce Avenue.

a. Extended Medical Treatment Services excluding psychiatric hospitals and detoxification centres
b. Short term residential accommodation for patients or families being treated in Glenrose Rehabilitation Hospital facilities
a. This site includes the two storey brick Telephone Exchange Building, constructed in 1912, together with the lands on which it sits and which is to be designated a Municipal Historic Resource as per proposed Bylaw No. 10469 scheduled for consideration by Council on September 20, 1993.
b. The existing Telephone Exchange Budding must remain and any future development must conform to the requirements of the proposed Designation Bylaw No. 10469.
c. The following regulations shall apply to an application for the uses "Extended Medical Treatment Services excluding psychiatric hospitals and detoxification centres" and "Short term residential accommodation for patients or families being treated in Glenrose Rehabilitation Hospital facilities":
  i.

Design Guidelines

Any development proposed for this site must conform to the enclosed "General Guidelines for Rehabilitation" (Schedule A of this Bylaw). These guidelines offer direction to architects and developers in the event of a redevelopment of the Telephone Exchange Building.

Any redevelopment shall maintain, to the satisfaction of the Development Officer, the external appearance of the existing building as existing at the time of adoption of this bylaw.

  ii.

Parking

A minimum of 10 parking stalls shall be located on site. One off-street loading and unloading space shall be provided.

  iii. A trash collection area shall be located to the rear or side of the principle building and shall be screened from view from adjacent sites and public roadways to the satisfaction of the Development Officer.
  iv. No temporary or portable signs shall be permitted on the site. Development of signs for the building shall conform to the provisions of Section 13 of the "General Guidelines for Rehabilitation" (Schedule A of this Bylaw). A comprehensive sign design plan shall be submitted for approval by the Development Officer in conformance to Section 79.6 of the Land Use Bylaw prior to the issuance of any Development Permits for signs on the property.
  v. All mechanical equipment shall be contained within the building whenever possible. If mechanical equipment must be located on the roof it shall be located so as to have a minimal impact on the exterior of the building and shall be concealed by screening in a manner compatible with the historic architectural character of the building.
  vi. On site security and building lighting shall provide a safe lit environment and must be situated and designed such that the illumination is, directed downwards and no direct rays of light are directed outward from the site.
d. Development in this District shall be evaluated with respect to compliance with the General Development Regulations of Sections 50 - 79 inclusive of the Land Use Bylaw.
e. The Development Officer may grant relaxations to Sections 50 - 79 of the Land Use Bylaw and the provisions of this District, if, in his opinion, such a variance would be in keeping with the general purpose of this district and would not affect the amenities, use, and enjoyment of neighbouring properties.
